Charlton Delays Flock Decision and Takes the Next Step on Senior-Center Planning

Charlton’s Select Board did not decide the future of the town’s Flock license-plate cameras October 27. Members put further deliberation off until November 10.

The Board also moved senior-center planning into its next phase, backed an electricity-plan update and awarded the winter-sand bid.

Here’s what those actions mean for residents.

Flock: the decision is still open

Town Meeting’s October 19 petition called for winding down the camera system where legally possible. But that vote was nonbinding: it did not itself cancel a contract or turn off the cameras.

The October 27 Select Board meeting brought a delay, not an approval or rejection of the policy.

Senior-center planning moves to a building committee

The Board unanimously voted to end the Senior Community Center Feasibility Committee at the close of November 3 and establish a building committee. It did not appoint members that evening.

This follows Town Meeting’s $500,000 design appropriation. It is another planning step—not approval to construct the center.

Residents interested in serving should watch for the town’s committee-opening notice.

Electricity-plan update advances—not a new rate

The Board voted 3–1 to approve Good Energy’s recommendation to update Charlton’s community electricity plan—the program through which the town arranges electricity supply for participating customers.

Staff described a 30-day public review and continued ability to opt out. The vote did not set a new electricity price. The published plan and actual comment dates are the next things to watch.

Two other Select Board votes

  • Winter sand: A unanimous award to Strategic Commercial Realty Inc., doing business as Rossi Materials, at $25.50 per delivered ton. That is a unit price, not the total contract cost. Watch at 8:02.

  • Tree House: Unanimous local approval of a request to move Sunday opening from noon to 10 a.m. The updated license and start date were not confirmed for this edition; check with the business before planning an earlier visit. Watch at 17:57.

Three property cases clear a zoning step

The Zoning Board of Appeals acted on three cases October 27:

Property

What the Board voted

Watch

45 Lakeview Drive

Unanimously granted side-yard relief and a special permit for a house/foundation rebuild

123 Worcester Road

Granted 25 feet of relief from the driveway-separation requirement

27 Leland Drive

Unanimously granted side-yard relief and a special permit for reconstruction

These votes do not mean every permit is in place. The applicant at 123 Worcester Road said a state highway permit was still needed. Filed written decisions will establish the exact conditions; the recording is not clear enough to publish the precise setback figure for 27 Leland Drive.

On the calendar: water, sewer and development

The Water and Sewer Commission meets remotely Wednesday, November 4, at 6:30 p.m. Its agenda, page 1, item 5 lists a Burlingame Pump Station pump purchase, sewer-rate review, next-budget planning and older-meter upgrades.

Those are discussion items—not an announced rate increase or completed purchase.

Separately, the Planning Board continued the 253 Worcester Road vehicle/equipment-storage hearing to November 4. Watch that October 21 continuance at 1:56:50. Check the latest official notices before attending.
