Sturbridge’s Finance Committee backed several road, water and sewer articles October 29—but clarified that the $75,000 Cedar Street water-line request is for design, not construction.
The recommendations help residents prepare for the November 16 Special Town Meeting. They do not replace voters’ decisions.
Here’s what changed, and what to watch next.
Cedar Street: two projects, two different steps
The October 29 agenda separates sidewalk easements from water-line work. An easement gives the town permission to use part of a property for the project.
The proposed sidewalk extension would run from the Burgess Elementary School access road toward the recreation area. Staff said construction would depend on securing a Complete Streets grant. Watch at 15:15.
For the water line, Finance recommended $75,000 from the water reserve fund balance to design replacement of approximately 1,000 feet between Burgess School Road and Cedar Pond Road. Members revised their recommended motion to make that limited purpose clear.
That is not a $75,000 construction contract or a construction-start announcement.

42 | Funding the DPW contract | Recommended no action | |

Why Finance recommended no action on the DPW article
Town Administrator Robin Grimm said vacancies would cover this year’s salary difference, leaving about $5,000 for negotiated equipment and related items. Members favored addressing that through a later reserve-fund transfer.
The vote was a recommendation to take no action on Article 42—not a rejection of the contract or approval of that later transfer.
Library elevator returns November 10
Grimm said another bid opening was still needed before she could determine whether the elevator project required additional money. Finance left Article 43 for November 10 rather than recommending an amount October 29.
The amended November 10 agenda, page 1, also lists battery-storage and solar zoning, Douty Road permitting and the proposed temporary data-center moratorium. The meeting is 7 p.m. at Town Hall.
For Douty Road, the distinction remains important: the proposal concerns early planning and permitting, not construction of the full recreation concept. Our earlier coverage explains the $350,000 request and how it reached Town Meeting.
Two dates to keep handy
Monday, November 2: Real estate and personal property tax bills are due, according to the town’s current reminder.
Monday, November 16, 7 p.m.: Special Town Meeting at the Tantasqua Regional High School auditorium. Official notice in the October 19 agenda, page 1.
Before voting, review the final warrant and recommended motions—not just the short article titles.
