💬 Major Discussion: Hemlock Path Cottage Redevelopment Projects

Two neighboring properties on Hemlock Path received determinations to completely replace aging seasonal cottages with modern year-round homes, representing a continuing trend of lakefront property upgrades in Sturbridge.

206 Hemlock Path - Nancy Mangari

Erin Carson of Permitting Pro presented on behalf of property owner Nancy Mangari (residing at 23 Florentine Garden, Springfield). The project involves:

  • Complete demolition of existing cottage with field stone foundation

  • Construction of new year-round single-family home

  • New detached garage (existing shed will be removed to accommodate)

  • Second-floor deck off the new home

  • All setbacks and lot coverage requirements will be met

  • Conservation Commission approval already secured

Joshua Cole inquired about the deck elevations and foundation details. Mangari confirmed the existing cottage sits on a field stone foundation and the new deck will be located off the second floor. Elizabeth Banks asked about the existing shed; Mangari confirmed it would be removed to make room for the proposed garage.

Board members noted that departmental reviews raised no concerns. The property is non-conforming due to lot area, but the new construction will not create or increase any existing non-conformities.

208 Hemlock Path - Susan Rogers

In a nearly identical scenario, Susan Rogers (residing at 31 Donna Lane, Windsor, CT) received approval for a similar cottage replacement project. Key differences include:

  • Existing garage will remain in place

  • Existing shed (mislabeled as "boathouse" on plans) will be razed and rebuilt in the exact same footprint

  • The shed stores canoes and kayaks but does not extend over the water

  • Lot is non-conforming due to both area and frontage

Tom Welch questioned whether proposed stairs would fall within setbacks; Chair Trapasso clarified that stairs are exempt from setback requirements. Maryann Thorpe caught the labeling discrepancy regarding the "boathouse," which Carson corrected.

Both projects utilized plans prepared by Meeting House Architecture, Inc. of Florence, MA and site plans by McClure Engineering, Inc. of Charlton, MA. Both received Conservation Commission approval prior to appearing before the ZBA.
