💬 Major Discussion: Stormwater Code Assessment & Future Zoning Changes
Jean Bubon, Town Planner, presented a comprehensive Local Code Assessment required under the EPA's 2016 MS4 General Permit for stormwater management — a federal mandate affecting municipalities with storm sewer systems.
Key Findings:
The assessment, prepared by Tighe & Bond engineering firm, evaluated Sturbridge's regulations against best practices for Low Impact Development and Green Techniques. While the town's existing bylaws ranked well overall, the review identified several areas for potential improvement.
Recommended Timeline for Updates:
By 2027: Potential amendments to Subdivision Regulations
By 2030: Suggested areas of the zoning bylaw for potential amendment
Ongoing: Changes to the Stormwater Bylaw and miscellaneous items
Bubon emphasized these are recommendations that the Board will need to review in the future to determine whether they're appropriate for Sturbridge's specific needs. The memorandum provides a roadmap for keeping the town's development standards aligned with evolving environmental regulations and stormwater management best practices.
