💬 Major Discussion: New State Clean Energy Regulations

The Board received a detailed briefing from Jean Bubon, Town Planner on sweeping new state regulations that will fundamentally change how Sturbridge permits solar and wind energy projects.

What's Changing

Governor Healey recently signed legislation that establishes a 12-month deadline for municipal permitting of small clean energy projects and requires towns to issue a single consolidated permit at the end of the process. The law aims to expedite solar, wind, and battery storage facilities across Massachusetts.

Sturbridge's Timeline

  • State regulations expected to be finalized by February 2026

  • Town zoning bylaws will need updates once final regulations are published

  • Massachusetts will develop new model bylaws for solar and battery storage

  • Bubon has registered for a virtual CMRPC meeting on August 7 to learn more about implementation

New Energy Technologies Discussed

The Board discussed several emerging technologies that may soon come to Sturbridge:

  • Solar parking canopies: Solar panels mounted over parking lots like carports, providing shade and snow protection while generating power

  • Battery energy storage facilities: Large-scale battery installations that require significant fire safety measures and groundwater protections

Board Member Reactions

Sue Waters asked about solar parking structures, which Bubon explained would be preferable to cutting trees or using open fields. Wally Hersee inquired about the size of battery facilities, with Bubon noting they are "pretty big" and require extensive safety infrastructure.

Dane LaBonte expressed concern that financial incentives still favor field-based solar over parking lot installations: "Unfortunately for developers it would be cheaper to put solar in fields or take down trees than in a parking lot but hopefully that won't be the case."

David Bourbeau asked whether older, non-compliant parking lots might receive exceptions under the new regulations — Bubon indicated that's unlikely.
