Article 46: Union Contract Pay Dispute Resolution

Finance Director Barbara Barry reported that town staff discovered an additional unpaid bill from FY2025 after the Committee's October 22 meeting. The $883.20 payment stems from a union contract interpretation regarding employee anniversary dates.

The Town Administrator reviewed the interpretation and agreed the payment was owed to the affected employee. This brings the total unpaid bills appropriation from $5,095.95 to $5,979.15, with funds to be transferred from Free Cash.

Article 50: Construction Costs Exceed Budget

The library outdoor program space project hit a significant roadblock when bids came in far above estimates. Key details:

  • Low bid: $197,300

  • Available funding: $140,000 (if Article 50 had been approved)

  • Shortfall: $57,300

Rather than request additional funding immediately, town staff opted to evaluate whether the project could be completed internally. The Finance Committee pivoted from its previous recommendation to now recommend "no action" on the article, with the understanding that funding will be sought at a future town meeting once the scope and costs are better understood.
