Southbridge took a formal step toward regional emergency dispatch last week, but the transition is not complete.
The Town Council voted 7-0, with two abstentions, to authorize the town’s conditional membership application and intermunicipal agreement with the Central Massachusetts Regional 911 District.
Town Manager Jack Jovan explained that the regional district must still verify Southbridge’s eligibility and formally vote on admission. He said the district was still reviewing potential sites and that operations were expected to extend into the following fiscal year rather than begin by July 1.
In this week’s update
Regional 911 participation moves to the district-review stage.
The data-center definition and moratorium completed second readings; the third reading is October 19.
The Council approved an RMV lease extension, a $47,700 digital-readiness contract and an ambulance-account collection agreement.
Three water, stormwater and environmental engineering agreements come up October 14.
The new fire station is approaching substantial completion, with a November 16 ribbon cutting planned.

Data-center moratorium heads to third reading
The Council completed the second readings of a new data-center definition and proposed 365-day moratorium October 5.
The proposed moratorium would pause the permitting, construction, expansion, conversion, establishment and operation of data centers while the town studies infrastructure, utility, environmental, noise and siting standards. The draft allows up to two 180-day extensions if the Council finds more time is needed.
The moratorium is not yet in effect. The draft says it would begin the day after Council adoption, and the Council has not yet held the third reading or final adoption-stage vote.
Council approves three other agreements
The Council also voted unanimously to:
Extend the state’s lease of the town-owned RMV space through September 14, 2027. Watch at 30:41.
Approve a $47,700 contract with MACIR Inc. for digital-readiness boot camps. Watch at 31:15.
Approve an agreement with First Financial Resources concerning collection of delinquent ambulance accounts. Watch at 36:33.
The meeting record confirms the approvals, but the public agenda does not provide all program, fee or collection-policy details. Those documents remain important for understanding implementation.
Fire station nears completion under budget
Jovan said the new fire station was approaching substantial completion, expected within roughly one to two weeks of the October 5 meeting.
He reported $45,305 in approved change orders, about $28,000 still pending, and a $105,000 value-engineering credit on the approximately $20 million project. He said the project is expected to finish under budget and could return a $1 million free-cash allocation to the community after closeout.
A ribbon cutting is scheduled for November 16 at 2 p.m.
Those figures were presented orally by the Town Manager. Final closeout documents will determine the completed project cost and any returned balance.
Engineering agreements head to joint review Wednesday
Southbridge officials will consider the next round of water, stormwater and environmental engineering work Wednesday night.
The joint Department of Public Works Subcommittee and Town Council agenda includes recommendations on three professional-services agreements totaling $49,500:
$10,000 for stormwater-permit services.
$15,000 for a Reservoir No. 3 habitat study.
$24,500 for Lemoine Hill Road water-main engineering.
These are proposed recommendations. The agenda does not establish that the agreements have been approved, signed or completed.
What the three agreements cover
The smallest item would continue professional support for the town’s municipal stormwater permit. The Reservoir No. 3 item concerns habitat study work. The largest of the three would fund engineering related to the Lemoine Hill Road water main.
The agenda also includes a proposed $3,000 water transfer and discussion of trenching-regulation changes.
Residents should watch for the exact funding sources, vendors, deliverables and whether the subcommittee is only recommending the items or whether the Council takes final action the same night.
School Committee will hear technology-security update
The School Committee’s October 13 agenda includes a technology-security update and a discussion of progress toward Department of Elementary and Secondary Education expectations for building School Committee capacity.
The agenda does not identify a security incident or state determination. It also includes a vote on a Massachusetts Association of School Committees delegate.
Three environmental reviews continue October 22
The Conservation Commission has continued three tracked matters to October 22:
CAAR Development’s wetlands-remediation and subdivision review involving 107 and 111 Highfield Drive and 376 Pleasant Street.
Spectrum Health Services’ proposed redevelopment at 476 Worcester Street.
Opacum Land Trust’s proposed Alpine Drive parking area.
Continuing a hearing does not approve construction or confirm that environmental questions have been resolved.
