National Grid will install approximately 300 feet of underground electric conduit on Podunk Road near the intersection of Wells State Park Road, including two manholes. Town Administrator Robin Grimm provided a detailed update on Sturbridge's role in the Central Massachusetts Regional 911 District (CMR 911), a multi-town effort to consolidate emergency dispatch services into a single regional system.
What It Is
The district currently includes Barre, Rutland, Hubbardston, Warren, and Oakham, with Sturbridge, Spencer, Auburn, Charlton, and Sutton expected to join — potentially bringing the total to twelve member communities. TA Grimm is serving as Sturbridge's delegate and has also been selected as the labor representative for incoming communities during staffing and labor agreement negotiations.
The Location Has Changed
The regional dispatch center was originally planned for Auburn but has since been relocated to Charlton. The selected facility will require renovation to meet current public safety dispatch standards, with estimated costs between $6 million and $8 million. District officials plan to pursue state grant funding to cover those renovations — meaning no cost burden to Sturbridge.
Cost-Sharing Is the Key Challenge
One of the most complex issues still being worked out is how costs will be shared among member towns, particularly given significant differences in call volume between communities. A fair cost-sharing formula remains under active negotiation.
The Long-Term Payoff
Financial modeling suggests that by Fiscal Year 2028, Sturbridge may be able to reduce expenses tied to maintaining a local dispatcher position once the regional system is fully operational. The district will also need to hire a Treasurer — a cost already built into the financial projections. TA Grimm noted the project is on track and that increased costs to the town won't materialize for approximately 13 years.
🌐 Major Discussion: Fiber Optic Partnership with Holland (LINK TO VIDEO)
Chair James Whalen of the Holland Select Board and Holland's grant writer attended the meeting to propose a Memorandum of Understanding allowing Holland to leverage Sturbridge's existing fiber optic infrastructure along Route 148.
Why Holland Needs It
About two years ago, the regional school district discovered delays in security camera transmissions between Holland Elementary School and the district's IT hub at the middle school. The issue was traced back to a gap in fiber connectivity — the Sturbridge upgrades along Route 20 and Route 148 didn't extend far enough. Because security systems are centrally managed at the middle school, the gap represents a potential safety concern.
What Sturbridge Already Has
IT Director Jeremy Jalbert explained that in 2021, twelve fiber strands were installed along Route 148 to improve camera transmission speeds between Burgess Elementary and Tantasqua Junior High. Of those twelve, four are currently in use. Four more are expected to be reserved for radio communications — leaving up to four strands potentially available for Holland's use, subject to coordination with the school district.
The fiber runs along utility poles within a 12-inch band, and Jalbert confirmed additional capacity could potentially be added in the future through another grant. The main line along Route 20 carries 96 strands but narrows to 12 where it meets Route 148.
The Ask
Holland is pursuing a Governor's Community Compact Grant to fund the extension. The grant application deadline is April 8, 2026, with awards typically announced about ten days after submission. Holland has already hired a contractor to assess available strands (delayed by recent snowstorms). Chair Whalen noted the distance to Holland is approximately five miles and described this as a potential long-term regional partnership.
Importantly: the MOU creates no financial liability for Sturbridge.
