Sturbridge’s long-running discussion about the Douty Road property is moving from a broad recreation concept toward its first possible engineering work.
The Community Preservation Committee’s October 5 agenda includes a proposal to use Community Preservation Act money for property-line work, topographic and wetlands studies, and 25% engineering plans for the town-owned parcel.
That would be a meaningful next step, but it is not construction approval. The agenda does not provide a dollar amount, award a contract or establish that Town Meeting has appropriated the money.
The Select Board meets later Monday with several large infrastructure items on its agenda and is expected to close the warrant for the November 16 Special Town Meeting.
In this week’s update
Douty Road may move into survey and preliminary engineering.
A $438,800 water-tank engineering contract comes before the Select Board.
The November 16 Special Town Meeting warrant is expected to be finalized.
The town’s proposed data-center pause and DPW labor funding remain key warrant issues.

Douty Road could move beyond the concept stage
The current recreation concept covers roughly 35 acres of the 220-acre former Barrett Farm property. It includes two natural-turf fields, a flexible-use field, about three miles of trails and approximately 1.5 miles of accessible paths.
When the concept was presented this summer, officials emphasized that it was not a construction plan. They also discussed a future design-and-permitting request that could exceed $1 million, with the exact scope and funding still to be determined.
Monday’s proposal is narrower. It would fund the basic field work and preliminary plans needed to better understand the site: its boundaries, grades, wetlands and an initial engineering layout.
If the Committee supports the request, residents should still watch for four separate questions:
How much CPA money is being requested?
Which Town Meeting would vote on the appropriation?
What work would be included in the 25% plan?
What would the full project cost to build, staff and maintain?
The Finance Committee is also scheduled to attend a Douty Road field trip Wednesday, October 7, at 5 p.m. That visit is part of the review process, not a funding vote.

Stallion Hill water-tank work and other contracts come before the Select Board
The Select Board’s October 5 agenda includes several infrastructure actions:
A $438,800 Tighe & Bond contract connected to replacement of the Stallion Hill water-storage tank.
An $80,000 Tighe & Bond contract for the town’s ninth year of stormwater-permit assistance.
A road-marking contract with Markings Inc. for up to $35,000.
Review of an engineering memorandum comparing possible locations for a Route 20 sewer pump station.
The $438,800 item is a professional-services contract tied to the tank project. It should not be read as the total construction cost of a replacement tank.
The Route 20 memorandum is also an evaluation step. Reviewing possible pump-station sites does not select a final location or authorize construction.
November 16 Town Meeting comes into focus
The Select Board is scheduled to sign, support articles in and close the Special Town Meeting warrant Monday.
Two issues TTM has been following are expected to be important:
Proposed data-center moratorium
The Select Board previously referred a proposed temporary data-center moratorium to the Planning Board and placed the subject on the warrant.
No moratorium is currently in effect. The Planning Board still must develop and review the language, and voters would have to approve the final article at Town Meeting.
DPW labor agreement
The Select Board has supported a proposed agreement with Teamsters Local 170, but the Town Administrator said the amount set aside in the budget was approximately $20,000 to $25,000 short of what would be needed.
Town Meeting must approve the additional funding before the agreement can be signed.
