Charlton voters strongly supported the Dudley-Charlton Regional School District’s proposed capital package September 29 but the measure failed when votes from both towns were combined.

Charlton’s official tally was 311 yes to 120 no. Dudley’s reported tally was 321 yes to 816 no, producing a combined result of 632 yes to 936 no.

Because the question was decided by the combined vote across both communities, the proposed $11,183,734 borrowing authorization did not pass.

This week, attention shifts to a proposed townwide data-center prohibition, a large commercial-storage proposal and the October 19 Special Town Meeting.

In this week’s update

  • Charlton approved the school package locally, but the districtwide vote failed.

  • Proposed data-center rules go to an October 7 public hearing.

  • A roughly 695-space vehicle-and-equipment storage area is also up for review.

  • The October 19 Special Town Meeting could decide senior-center funding, zoning and other major warrant articles.

School borrowing fails despite nearly 72% support in Charlton

Charlton cast 431 ballots in the regional school election. The town’s 311 yes votes represented about 72% of the local total.

The package would have authorized borrowing for work across all seven district schools, including drainage and water-filtration improvements, phone-system replacement, technology equipment, building locks, windows and doors, carpeting, paving, walkways and a backup generator.

Charlton’s estimated share had been approximately $6.17 million. Dudley’s was approximately $5.02 million.

The result does not mean those facility needs disappeared. It means the district does not have voter authorization to borrow the proposed amount under this ballot question.

The Dudley-Charlton Budget and Finance Subcommittee’s October 2 agenda included a discussion of the capital vote and next steps, along with the district’s separate Massachusetts School Building Authority work. No meeting outcome was available in the records reviewed for this edition.

The MSBA process is separate from the defeated borrowing package. State participation is not guaranteed, and any future project would follow its own planning and approval process.

Proposed data-center prohibition goes to public hearing October 7

The Planning Board will hold a hearing Wednesday, October 7, on three related zoning amendments:

  • Add a legal definition of “data center.”

  • List data centers as not allowed in every zoning district.

  • Establish an interim prohibition while the Planning Board studies the issue and reports proposed permanent regulations no later than the 2028 Annual Town Meeting.

This is not an adopted ban. The Planning Board will take public comment and vote on a recommendation to Town Meeting. Voters would then decide whether to approve the zoning amendments.

The proposal is Charlton’s version of a question now confronting several nearby towns: whether to pause large data-center development before an application arrives, and what permanent rules should address water, power, noise, emergency response and land use.

Nearly 700 commercial storage spaces proposed at 253 Worcester Road

The Planning Board will also open a public hearing on Apple Trailer Realty LLC’s proposal for a gravel vehicle-and-equipment storage area at 253 Worcester Road.

The application describes approximately 695 spaces, along with clearing, grading, earthen berms, stormwater detention basins and swales. No buildings are proposed.

The hearing begins the Planning Board’s public review. It does not establish that the special permit or site plan will be approved.

Residents should watch for questions about traffic, stormwater, screening, hours of operation and the amount of land that would be cleared.

October 19 is a Special Town Meeting—not the Annual Town Meeting

Charlton’s Special Town Meeting is scheduled for Monday, October 19, at 7 p.m. The Annual Town Meeting was held in May.

The fall warrant has been developing through the Select Board and Finance Committee. Major issues residents should watch include:

  • A proposed $500,000 appropriation for the next senior/community-center planning phase, including owner’s-project-manager and architectural work. This would not approve construction or purchase a building.

  • The proposed data-center zoning amendments.

  • Acceptance of Ashley Road and Amber Road as public ways after the Select Board approved their layouts.

  • A Worcester Road rezoning request involving parcel 36-B-2.5. Town records have used conflicting street numbers, so the parcel number is the safest identifier until the final warrant resolves the address.

  • A citizen petition involving automated license-plate-reader surveillance and the town’s use of Flock cameras.

The final warrant and motions—not earlier agenda summaries—will determine exactly what voters are asked to decide.

Water and sewer operator selection is scheduled for October 7

The Water and Sewer Commission is scheduled to interview representatives from Jacobs and Inframark Wednesday morning, then deliberate and potentially award an operating contract.

The agenda does not disclose the contract value, term, scoring or preferred vendor. An award should not be assumed until the Commission votes and the contract record is available.
